The Japan Chiropractic Registers (JCR) plans to administer the second national chiropractic standardization examination on January 29 2012 for full program as well as conversion program graduates.

Misson Statements
We shall contribute to the prevention of disease and the enhancement of health of the Japanese people by developing chiropractics into a respected profession.
Purpose
Japan Chiropractic Registers (hereinafter JCR) is established to certify and officially announce those chiropractors that meet the international educational standards set out by the WHO (World Health Organization) with the aim of unifying the Japanese chiropractic profession. Until such time as an official registration board is established by the Japanese government, JCR will meet the health and safety needs of the Japanese people by creating a register of chiropractors who meet international standards and can follow business ethics.
Movements
1)Register all chiropractors who meet the international educational standards set out by WHO prior to 2009.
2)From 2010, hold a Standardized Chiropractic Test for those desiring to be registered. Initially, the test will be for graduates of the CSC after 2009 and/or graduates of the International Standard Full Program. After a pre-determined period, all WHO standard chiropractors will be permitted to participate.
3)Create a register, display the register on our website and periodically notify the Japanese government. Those who do not wish to be displayed shall be removed from the register if a request for removal is submitted.
4)All registrants shall be encouraged to comply with the Registration Regulations, shall obtain certification credits through a renewal system and are obliged to further their knowledge and skills.
5)When chiropractics becomes a nationally certified profession, JCR shall convert to a Japanese governmental certification agency and registrants of JCR shall be registered as the first chiropractors with an officially recognized license.
Constitution
Article 1 (Name)
The name of the Association shall be Nihon Kairopurakuttikku Toroku Kiko
(hereinafter the Association); and in English shall be Japan Chiropractic
Registers (JCR). In order to protect the name, the trademark shall be registered
as the service mark.
The Association is made up of lawyers, doctors, experts, patient representatives, researchers and chiropractic representatives, and the executive office shall be located where deemed necessary.
Article 3 (Purpose)
1. The Association shall carry out the following purposes
2. Chiropractor registration until legislation is achieved
3. Self regulation of the industry to establish standards for chiropractic services
4. Certification of the evaluations performed by the Japan Chiropractic Testing Committee
5. Negotiations with the Ministry of Health, Labour and Welfare
6. Negotiations with accident insurance companies
7. Strive to achieve the above safely and ethically
Article 4 (Directors and their Selection)
The Directors of JCR shall
supervise the activities of the Association. The Chairman shall appoint six (6)
Directors, one representative of the chiropractic industry, one lawyer, one
doctor, one expert, one representative of the community and one representative
of the chiropractic educational institutes. The term shall be for two (2) years;
however, reappointment is not prohibited. In the event of a vacancy, the
Chairman shall select a representative (Director) to fill the position.
Meetings shall be held at least
once per year and convened by the Chairman. Written notification of matters to
be deliberated, the date, time and location must be provided to each Director
at least two (2) months in advance. Matters to be deliberated shall be the matters
stipulated in “Purpose”. A quorum of the Board of Directors shall be not less
than two-thirds of the total in attendance, including letters of proxy.
Resolutions must be passed by a majority vote of the total of those present and
letters of proxy. Furthermore, resolved matters of the Board of Directors shall
be displayed in printed material or on the Association’s website.
Remuneration (daily allowance
for attending meetings) for any work relating to one’s duties and
transportation expenses shall be prescribed separately.
The business year of the
Association shall be from April 1st to March 31st of the
following year. Operating expenses of the Association shall be paid by the
Japanese Association of Chiropractors. Once the Testing Committee is
established, registrant fees and annual membership fees from support groups
shall be added.
Amendment of regulations and
dissolution require a resolution of at least two-thirds of the quorum of the
Board of Directors.
These regulations shall take
effect from June 23, 2008.

To Prospective Registrants
Here provides the lists of registered chiropractors who are the international (WHO) standard college graduates and WHO standard (JAC approved) CSC program graduates in Japan by the JCR. The purpose of releasing the lists on this websiteis to notify the Japanese Ministry of Health, Labour and Welfare, and media the total numbers of WHO standard chiropractors in Japan.
JCR may release the lists other than on this website for the legislative purposes however JCR strictly acts due to the Personal Information Protection Policy (Kojin Joho Hogo Ho) of Japan today. We do not take any responsibilities for damages caused by chiropractors listed in each category A, B and C.
Any chiropractors who meet the WHO standard in chiropractic can apply to be a registrant in JCR lists. An application form can be downloaded from here. If you are unsure about your qualification to meet the WHO standard please check the Type of Qualifications

Before viewing the Organization’s chiropractor list, please read
the following terms of use. Those wishing to be added to the Organization’s
chiropractor list should also read the terms of use. The following terms make
up the contractual conditions regarding the use of this service between users
of the Organization and JCR. Please proceed only if you agree to all the
following terms and conditions. Those using the service shall be deemed as
having agreed to the terms and conditions.
1) The purpose of displaying the Chiropractor List is to assist the Japanese people in choosing safe and highly skilled chiropractors.
2) Only chiropractors who have completed an education meeting the WHO guideline standards are published in the list.
3) The same purpose as above is under consideration for the Ministry of Health, Labour and Welfare and various other government agencies and mass media.
4) Please contact us if you wish to be published in the list. No registration fees, publishing fees, revision fees, etc. are required.
5) The Organization shall not be liable for any trouble personally incurred by registrants.
6) In accordance with the Act on the Protection of Personal Information, the Organization does not use acquired information for any other purpose other than for display on the Chiropractor List page.
7) Only graduates of a chiropractic educational institute approved by CCE which operates under educational regulations recognized by WHO, or graduates of the CSC Program approved by JAC the Japanese representative organization of WFC an affiliate of WHO eligible to register with the Association.
